Public–Private Partnership (PPP) starts with one thing: a project that is financially viable and doable. That’s why we first review priorities, constraints, and real needs, then shortlist options that make sense both publicly and commercially.

For public authorities (JLS), we deliver 3-5 concrete project ideas, with a readiness assessment for each.
For private partners, we map where your offer fits, which PPP form is realistic, and which public counterparts make sense in Serbia and Montenegro.

You receive a short, decision-ready snapshot: scope, standards, baseline risk logic, and clear next steps—built for internal approvals and first conversations.

Concept & Structuring

Once an option is selected, we turn it into a PPP-form initiative. We define: the problem, goals, scope, standards, and structure.

We add payment and revenue logic, key assumptions, and a step-by-step plan aligned with procurement rules: which documents are needed, which approvals must be secured, and in what order to move forward.

This is not a feasibility study—it’s a practical bridge between an idea and the formal process.

Public Partner Lead

PPP is demanding. That’s why we work in two models, depending on who you represent.

If you are a public body:
You receive a short, operational package: 1–5 PPP ideas within your mandate, ranked by readiness. For each idea, we provide the rationale, what inputs are missing, and what the smartest first move is.
Delivery: within 60 working days from kickoff and receipt of initial inputs.

If you are a private partner:
We run preparation and concept development in three phases:

Phase 1: We clearly define your offer profile and propose realistic PPP models aligned with your capabilities.


Phase 2: We map current opportunities and build a list of target public partners, supported by initial contact and coordination with key stakeholders.


Phase 3: We select one priority theme and prepare a concise initiative package (scope, structure, key assumptions, payment logic, risks, prerequisites, and next steps) that is ready to be formally submitted to a public partner.

We focus on concepts that are decision-ready and realistic, with full awareness of procurement rules. Feasibility studies, tender documentation, and legal support are provided as a next phase if the project moves forward.

Work scope covers Serbia, Montenegro, and the wider Western Balkans, with strict confidentiality of all information.
